WHY CONSIDER IT
It feeds two Field Battle stages and several further recipes, including Lightning Shard, giving it multiple uses.
When it fits: Refine it when those recipes are in your plan; synthesis requires Moogle Level 3.
The tradeoff: Frost Shards also serve other recipes, and this refinement has a Moogle Level 3 condition.
