When it fits: Place it at a named input/output boundary or bootstrap point.

The tradeoff: One source recipe run makes 1 and lists 2 Salt, 1 Pedestal at Tinker's Table; 1 recipe variant(s) for this output are grouped together. Verify access where the pack is incomplete. Storage buffers a mismatch but does not resolve recipe priority or create the missing resource.
